Rasengan was created by 4th Hokage Minato Namikaze and it was his original technique and he created it after observing tailed beast bomb, it doesn’t require any hand sign and is one of the strongest technique in Naruto. There are many variants of Rasengan, such as Sage Art Massive Rasengan, RasenShuriken and many more.

8. Asura Otsutsuki

Asura Otsutsuki is the younger son of Hagoromo Otsutsuki who is also known as Sage of The Six Paths. Asura Otsutsuki created Rasengan according to the short story showed in Naruto Anime about Otsutsuki Clan, however he didn’t name it Rasengan, he was the first user of Rasengan if we count Otsutsuki Clan’s short story.

7. Kakashi Hatake

Kakashi Hatake is truly a unique character. While he never uses the Rasengan in the battle he did perform it once when he collided his rasengan with Naruto’s baby jutsu Rasengan with wind chakra. Which later on became a massive beast called the Rasen Shuriken. Who can forget that right. Kakashi Hatake primarily uses chidori which was the result of a failed Rasengan attempt or so the story goes.

6. Jiraiya

Jiraiya mastered the Rasengan in three days and came up with the giant rasengan while he was in sage mode. He holds the record of mastering the jutsu in the least amount of time. Jiraiya is also the one who taught Naruto how to use the rasengan in the first place. Jiraiya is one of the best anime characters and one of the best sensei’s as well. Jiraiya doesn’t use Rasengan as his primary jutsu either but he definitely relies on that jutsu when needed.

5. Boruto

To start of this list we are going to learn about the most recent Rasengan User. Boruto Uzumaki. Boruto is a fresh face in the Naruto Universe living under his father’s image. Boruto hopes to one day surpass all the Hokage’s even his father. The only twist is that he doesn’t want to become a Hokage himself. Instead he wants to protect the Hokage or specifically Sarada. Boruto has had a rough start but he is filled with potential and talent.

4. Konohamaru Sarutobi

Konohamaru learned the rasengan from the rasengan expert himself. That’s right he learned from Naruto Uzumaki himself. We all hope to see him become the Hokage one day. Ever since he was little he was inspired by Naruto and has strived to be like him and he aspired to be the Hokage before he even met Naruto. He never takes the easy way and that is why I believe that he will become the Hokage one day forsure.

Well you could’ve guessed it he is the only remaining Rasengan user left. It is his primary jutsu and he only uses this jutsu. He came up with so many different versions of this jutsu such as Giant Rasengan, Giant Rasengan Barrage and much more. Not only that he added the wind chakra to it creating the Rasen Shuriken as well. Later on he even added different Tailed Beast chakra to his rasengan creating another variant of Rasengan.

1. Minato Namikaze

Minato Namikaze the Fourth Hokage who came up with Rasengan. It took him four years and he based it off of the Tailed Beast bomb as well. Minato can use several jutsu’s and is known as the Yellow Flash because he the fastest Ninja that there is. We couldn’t see much of him since he was dead for most of the anime. That said during his fight with Tobi or Obito he definitely showed what he can do with that Rasengan of his. He also tried adding a change of chakra nature in the rasengan but failed.
