Im is the mysterious lone figure first seen in Chapter 906 carrying Luffy’s new wanted poster and opening the door to a freezing vault at Mary Geoise.
Im appears again in Chapter 908, this time with images of Monkey D. Luffy, Marshall D. Teach, Shirahoshi, and Nefertari Vivi. Luffy and Blackbeard have their posters carved up, while Shirahoshi’s face in the image was cut out with a dagger pinning it to the ground. Vivi’s picture is the only one not shown damaged.
Im is an extremely high-ranking personality in the World Government to whom even the Five Elders bow.
Im has a humanoid figure with a hand resembling that of a human’s, and eyes that resemble those of Dracule Mihawk.
Little is known about Im’s personality. He/She seems to be calm and gentle, as shown when Im was handling butterflies in the Room of Flowers. Im has a particular interest in Monkey D. Luffy, Marshall D. Teach, Shirahoshi, and Nefertari Vivi.
The full scope of Im’s abilities are unknown, but the fact that he/she sits on the Empty Throne, a seat whose occupant would be associated with sole authority of the entire world, and the fact that the Five Elders, who are publicly considered to be the highest authorities of the World Government bow before Im and address Im with a great honorific, would indicate that Im has the greatest known authority within the World Government.
Sitting on the Empty Throne would also imply that Im is above all else, and it would also break the Oath that the original 20 Kings of the World vowed they would keep.
